The project consists of widening the existing roadway by constructing a third lane—spanning from km 100+000 to km 199+500—on the Pachuca-Huejutla highway (Zacualtipán-Tehuetlán section) in the state of Hidalgo; the work includes earthworks, asphalt concrete paving, drainage structures, ancillary works, and horizontal and vertical signage.

Bidders must meet a 30% national content requirement regarding the value of materials, machinery, and permanently installed equipment used in the execution of the work. Additionally, bidders must ensure that local labor accounts for at least 30% of the workforce employed for the works or services to be performed.
