DESCRIPTION

PODECOBI are articulated productive ecosystems, where the State acts as an investment promoter, a driver of local capacities, and a facilitator of public and logistical services. They are designed to boost economic activity and foster shared prosperity through economic and social impacts.

The Tuxpan PODECOBI covers an area of 2,351,023.52 m2, which meets the selection criteria established in the Agreement issuing the Guidelines for Economic Development Poles for Wellbeing, published in the Official Gazette of the Federation on May 22, 2025.

The characteristics of the pole and surrounding municipalities are as follows:
I. Macrolocation: Tuxpan, Veracruz.
II. Communication and connectivity: maritime connectivity with the Gulf of Mexico and direct land connection to Mexico City via the Mexico–Tuxpan highway.
III. Population: 400,693 inhabitants in the municipality of Tuxpan and surrounding areas.
IV. Social feasibility: The National Institute of Indigenous Peoples reported that "[...] in the opinion of this Institute, it is not necessary to carry out a process of prior, free and informed consultation [...]"
V. Education: institutions of higher and upper secondary education in PODECOBI and neighboring municipalities.
VI. Territorial: for the development of productive activities in PODECOBI, the following productive, priority, and potential vocations are identified:
· Logistics;
· Agribusiness;
· Light industry;
· Energy sector;
· Heavy industry;
· Specialized textile industry;
· Industrial activities and international trade; and
· Goods storage and distribution.
VII. Industrial feasibility: It has a mixed land use license for industrial use.
VIII. Sustainability: The Ministry of Environment and Natural Resources determined that it is environmentally viable since, among other characteristics, the site contains secondary shrub vegetation of evergreen rainforest; an ETJ will be required for land use change.
IX. Services and infrastructure: It has strategic infrastructure and excellent connectivity (highway and port). Furthermore, in terms of energy, the individual opinion issued by the Ministry of Energy on June 4, 2025, assesses this Hub with positive pre-feasibility.
X. Property: the land that makes up the PODECOBI area is state-owned public property.
