DESCRIPTION

PODECOBI are articulated productive ecosystems, where the State acts as an investment promoter, a driver of local capacities, and a facilitator of public and
logistical services. They are designed to boost economic activity and foster shared prosperity through economic and social impacts.

The Parque Industrial Bajío PODECOBI covers an area of 342.08 hectares, which meets the selection criteria established in the Agreement issuing the Guidelines for Economic Development Poles for Wellbeing, published in the Official Gazette of the Federation on May 22, 2025.

Some characteristics of the pole and surrounding municipalities are as follows:
Location: Zinapécuaro, Michoacán.
Connectivity and Logistics: Close proximity to Federal Highway 15, the Mexico–Morelia–Guadalajara highway, and the Morelia International Airport; direct access to the rail network operated by Kansas City Southern de México S.A. de C.V.
Population: 425,935 inhabitants in Zinapécuaro, Álvaro Obregón, and surrounding municipalities.
Priority and Potential Productive Vocations:
-Agroindustry;
-Automotive and auto parts;
-Household appliances;
-Logistics;
-Machinery and equipment.
Industrial Feasibility: PODECOBI has industrial land use.
-Services and infrastructure: It has basic services and infrastructure for productive activities, including roads, electricity, potable water, drainage, and connectivity.

On December 15, 2025, investments were announced in the following sectors:
-Automotive: Artifibras (automotive parts and packaging).
-Agrifood: Irradiation plant for the Association of companies and societies for the pasteurization of fruits, vegetables, and meats.
-Logistics: Canadian Pacific Kansas City.

As of February 6, 2026, the following status is reported for the development and productive investment phase:
-In Progress: Hydraulic infrastructure.
-March 2026: Highway access ($60 million MXN) and railway overpass ($132 million MXN).
-Productive Investment: Ongoing investments in the automotive, food, logistics operations, energy, manufacturing, dermatological, and tire industries.

REMARKS

On August 7, 2025, the Morelia-based company Citelis announced its first investment for the "Parque Industrial Bajío" Economic Development Pole fot Wellbeing, which will be located in the municipality of Zinapécuaro. With this public-private infrastructure investment, as part of the initial phase, the first PODECOBI, part of Plan México, is launched.
