The Secretariat of Infrastructure, Communications and Transportation, by means of official letter number 3.-171 dated October 30, 2025, notified to the Trustee on November 05, 2025, instructed the head of the Banobras Fiduciary Unit to cancel the Procurement Procedure for Administration Agent Supervisor Services, considering that natural phenomena related to extraordinary rains and floods occurred, severely affecting various municipalities in the State of Veracruz, for which the Federal Government deemed it essential to suspend the execution of the "M-MRO Project". The notice can be consulted in the "More Information" section.

The project consists of the modernization, maintenance, rehabilitation, and operation of 45.3 km of the Córdoba-Orizaba-Ciudad Mendoza Expressway, as described below:
- The modernization of 30.06 km of section A and 30.28 km of section B, by expanding the cross section from 4 to 8 lanes in the confined sections (2, 4, and 6), with 4 center lanes for long-haul or express lanes, and 2 side lanes per section for adjacent lateral traffic;
- In confined section 5, the expansion from 4 to 6 lanes in its cross section, with 4 center lanes for long-haul or express lanes, and 1 side lane per section for adjacent traffic;
- The rehabilitation of 15.24 km of length in both sections.

For the purposes of implementing the performance standards operating model on the highway, the Trustee divides it, for information purposes, into the following sections:
1. Unconfined Section 1: with a length of 4.06 km in both sections: Section A, from km 246+000 to km 250+060, and Section B, from km 255+780 to km 259+840;
2. Confined Section 2: with a length of 3.73 km in Section A, from km 250+060 to km 252+000, and the latter with the same length from km 262+000 to km 263+790; and with a length of 3.95 km in Section B, from km 259+840 to km 263+790;
3. Unconfined Section 3: 4.54 km long in both sections, from km 263+790 to km 268+330;
4. Confined Section 4: 7.62 km long in both sections, from km 268+330 to km 275+950;
5. Confined Section 5: 8.45 km long in both sections, from km 275+950 to km 284+400;
6. Unconfined Section 5A: 3.50 km long in both sections, from km 284+400 to km 287+900;
7. Confined Section 6: 10.26 km long in both sections, from km 287+900 to km 298+160.
8. Unconfined section 6A: with a length of 3.14 km in both sections, from km 298+160 to 301+300.
