The project involves the construction of a surface water collection system to replace the current underground sources. To this end, the Tunal II dam will be built on the El Tunal River. This dam will have multiple uses, and 50 million cubic meters per year will be used for the urban public sector.

It will operate as a storage and flood control dam. The volume of water required by the urban public sector of the city of Durango will be conveyed to the Guadalupe Victoria dam via the Tunal River.
