DESCRIPTION

The Circular Economy Development Poles for Well-being (PODECIBI) consist of projects for the sustainable production of goods, the elimination of waste or pollution, and the reuse, recycling, or recovery of materials to keep them within the economy for as long as possible. They also include complementary public research and education projects regarding circular economy and environmental sustainability.
The Tlaxcala PODECIBI covers an area of 20.00014 hectares comprised of two polygons located in the municipality of Atlangatepec, Tlaxcala. This site meets the selection criteria established in the Decree granting tax benefits to the Circular Economy Development Poles for Well-being, as well as the Agreement issuing the Guidelines to apply said Decree, as detailed below:
I. Location, communication, and connectivity criterion: It is located at the former San Pedro Ecatepec hacienda, in the municipality of Atlangatepec, State of Tlaxcala. Its location corresponds to a strategic zone within the central region of the state, close to various municipalities that make up its area of influence.
II. Population criterion: 104,117 inhabitants in Atlangatepec and surrounding municipalities, according to the 2026 estimates by the National Population Council (CONAPO).
III. Ownership criterion: According to information provided by the Government of the State of Tlaxcala and documentation made available to the Ministry of Environment and Natural Resources (SEMARNAT), the property comprising the area designated for the proposed Pole belongs to the Xicoténcatl Industrial City Trust, an entity of the state's Public Administration.
IV. Sustainability criterion: The property is not located within federal, state, or municipal protected natural areas, nor in zones subject to conservation, restoration, or ecological protection regimes.
V. Consultation with indigenous and Afro-Mexican peoples and communities criterion: The National Institute of Indigenous Peoples (INPI) reported that there are no local communities located within this area.
VI. Educational and research criterion: Within the project's area of influence, 15 middle schools, 12 high schools, and 3 higher education institutions have been identified, distributed across the municipalities of Atlangatepec, Muñoz de Domingo Arenas, Tetla de la Solidaridad, and Tlaxco. Furthermore, the Polytechnic University of Tlaxcala is participating and has expressed, through a letter of intent, its interest in joining the project by establishing a research center focused on the circular economy.
