DESCRIPTION

The PODECOBI are articulated productive ecosystems, where the State acts as an investment promoter, driver of local capacities, and facilitator of public and logistical services. They are designed to boost economic activity and foster shared prosperity through economic and social effects.

The PODECOBI Topolobampo covers an area of 277-57-75.717 hectares, which meets the selection criteria established in the Agreement issuing the Guidelines for the Economic Development Poles for Wellbeing, published in the Official Gazette of the Federation on May 22, 2025.

The characteristics of the pole and surrounding municipalities are as follows:

I. Macrolocation: Municipality of Ahome, State of Sinaloa.
II. Communication and connectivity: It has robust transportation infrastructure combining a seaport, access to Highway 22, and railway connection.
III. Population: 822,810 in the municipality of Ahome and surrounding areas.
IV. Social feasibility: The National Institute of Indigenous Peoples reported that “[...] it is unnecessary to implement an indigenous consultation process due to the territorial impact on the community in question, as it had previously been affected through the expropriation of lands for public utility from the Rosendo G. Castro ejido.”
V. Education: Institutions of higher and upper secondary education within the PODECOBI and surrounding municipalities.
VI. Territorial vocations: For the development of productive activities in the PODECOBI, the following are considered productive, priority, and potential vocations:
· Advanced manufacturing;
· Logistics;
· Chemical and petrochemical industry (fertilizers);
· Plastics and rubber industry (petroleum-derived products); and
· Basic metal industries.
VII. Industrial feasibility: It has a mixed land-use license for industrial purposes.
VIII. Sustainability: The Ministry of Environment and Natural Resources determined that it is environmentally viable, subject to compliance with applicable regulatory requirements and the integration of specific measures for ecological protection and water management.
IX. Services and infrastructure: It has the basic services and infrastructure necessary for the development of productive activities, including roads, electricity, potable water, drainage, and connectivity.
X. Property: The plots that make up the PODECOBI area are publicly owned by the state.
XI. Habitability criterion: The Government of the State of Sinaloa reported that it will fully comply with the provisions established in the habitability criterion.
