PODECIBI consist of territorially delimited polygons for the development of projects involving the sustainable production of goods, the elimination of waste or pollution, and the reuse, recycling, or recovery of materials to keep them within the economy for as long as possible, as well as complementary public research and education projects regarding circular economy and environmental sustainability.
PODECIBI Puebla covers a surface area of 40.4280 hectares, consisting of three polygons located in the municipality of San José Chiapa, Puebla. This area fulfills the selection criteria established in the Decree granting tax benefits for the Circular Economy Development Poles for Well-being and the Agreement issuing the Guidelines for the application of the Decree granting tax benefits for the Circular Economy Development Poles for Well-being, as detailed below:
I. Location, Communication, and Connectivity: The property's location allows for feasibility and integration with key communication routes, such as: Boulevard Industria Automotriz, Teziutlán–Acajete, the Cuapiaxtla–Cuacnopalan Highway, and Circuito Audi. The area is equipped with all urban services.
II. Population: 116,327 inhabitants within the municipality of San José Chiapa and surrounding areas.
III. Ownership: In accordance with information from the Government of the State of Puebla and documentation provided to the Ministry of Environment and Natural Resources (SEMARNAT), the land is public property of the State of Puebla.
IV. Sustainability: The proposed property is not located, in whole or in part, within any natural protected areas, nor in zones subject to special regimes for conservation, restoration, or ecological protection. It does not overlap with Ramsar sites, community conservation zones, biological corridors, or other categories under applicable environmental regulations.
However, intersections were identified with non-binding and technical instruments, specifically priority areas for the conservation of wild relatives of Mesoamerican crops and bioclimatic corridors. Since these categories do not constitute decreed protected areas nor imply restrictions under the Guidelines, their presence must be considered when processing, if applicable, environmental authorizations, which may result in prevention measures, mitigation, or specific conditions.
V. Consultation for Indigenous and Afro-Mexican Peoples and Communities: The National Institute of Indigenous Peoples reported that no localities are situated within this surface area.
VI. Education and Research: The State Government commits to allocating, free of charge, up to 8% of the property to public research or higher education institutions for the development of projects linked to circular economy, environmental sustainability, and technological innovation.
