PODECOBI are articulated productive ecosystems, where the State acts as an investment promoter, a driver of local capacities, and a facilitator of public and logistical services. They are designed to boost economic activity and foster shared prosperity through economic and social impacts.

The Hermosillo PODECOBI and Innovation covers an area of 546.4584948 hectares, which meets the selection criteria established in the Agreement issuing the Guidelines for Economic Development Poles for Wellbeing, published in the Official Gazette of the Federation on May 22, 2025.

The characteristics of the pole and surrounding municipalities are as follows:
I. Macrolocation: Hermosillo, Sonora.
II. Communication and connectivity: located just 650 meters from the Hermosillo-Guaymas highway and connected via Federal Highway 15, part of the Northern Economic Corridor. It is near the United States border (265 km to Nogales), the Port of Guaymas (154 km), and has rail access (2 km) as well as air access through General Ignacio Pesqueira International Airport (17 km).
III. Population: 1,128,424 inhabitants in the municipality of Hermosillo and surrounding areas.
IV. Social feasibility: The National Institute of Indigenous Peoples stated "[...]since no indigenous community is identified in the outline of the project, it is unnecessary to analyze whether the measure in question could cause significant effects or impacts on their lives or environment, and even less so, to determine the merits of a consultation process[...]"
V. Educational: higher and upper secondary education institutions are present in PODECOBI and surrounding municipalities.
VI. Territorial: for the development of productive activities in PODECOBI, the following productive vocations are considered priority and potential:
· Automotive;
· Semiconductors and specialized electronics;
· Agroindustry;
· Energy;
· Logistics; and
· Medical and measuring devices.
VII. Industrial feasibility: It has industrial land use and basic urban infrastructure
VIII. Sustainability: An Environmental Impact Statement and a Technical Justification Study are available, with approving resolutions. Mitigation actions are currently being carried out in accordance with established measures.
IX. Services and infrastructure: The individual opinion issued by the Ministry of Energy evaluates this Pole with positive pre-feasibility.
X. Ownership: the plots that make up the PODECOBI area are state public property.
