The project involves the construction of a new electrical substation for electrical power distribution with the following characteristics:
- One 30 MVA three-phase transformer with a transformation ratio of 115/13.8 kV.
- Two 115 kV feeders for the high-voltage lines connecting this substation to the Culiacán Uno and Culiacán Norte substations.
- Six 13.8 kV feeders.
- One 1.8 Mvar capacitor bank at 13.8 kV.

- Construction contract at unit prices and price evaluation.
- The bidders must comply with the national labor content for the execution of the works is at least 90%, and for materials and permanently installed equipment, it is at least 48.25%.
- The maximum contract price at which the CFE considers the contract awardable is MXN $85,866,469.40, excluding VAT.
- The Federal Electricity Commission (CFE) will provide an advance payment in each fiscal year equivalent to 30% of the amount scheduled for each fiscal year.
