DESCRIPTION

PODECOBI are articulated productive ecosystems, where the State acts as an investment promoter, a driver of local capacities, and a facilitator of public and
logistical services. They are designed to boost economic activity and foster shared prosperity through economic and social impacts.

Nezahualcoyotl PODECOBI covers an area of 683,683.11 m2, which meets the selection criteria established in the Agreement issuing the Guidelines for Economic Development Hubs for Well-being, published in the Official Gazette of the Federation on May 22, 2025.

The characteristics of the development hub and surrounding municipalities are as follows:

I. Macrolocation: Nezahualcóyotl, State of Mexico.
II. Communication and Connectivity: Located on the border with Mexico City (CDMX), near the Mexico City International Airport, with immediate access to major roads such as Circuito Interior.
III. Population: 7,614,323 inhabitants in Nezahualcóyotl, Atenco and surrounding municipalities.
IV. Social Feasibility: The National Institute of Indigenous Peoples reported that conducting an Indigenous consultation process was not applicable.
V. Education: Higher and upper secondary education institutions are present within the PODECOBI and neighboring municipalities.
VI. Territorial Aspects: The following are the priority and potential productive vocations for the development of economic activities in the PODECOBI:

· Technological services
· Electronics
· Light industry
· Pharmaceutical and medical devices
VII. Industrial Feasibility: The property has basic urban infrastructure and will be used as industrial land.
VIII. Sustainability: he Ministry of Environment and Natural Resources determined that it is environmentally viable, since the land is devoid of vegetation, classified as uncovered and non-forested, and therefore does not require a change in forest land use. Environmental viability is subject to compliance with applicable regulatory requirements and the implementation of specific ecological protection measures.
IX. Services and Infrastructure: Basic services and infrastructure are in place to support productive activities, including roads, electricity, drinking water, sewage, and connectivity.
X. Ownership: The land comprising the PODECOBI area is publicly owned by the state government.
