The project primarily consists of the following works:
- Three substations with voltages of 230 kV and 115 kV, SE Nuevo Vallarta Banco 2, SE Vallarta I, and SE Vallarta Potencia, with a total transformation capacity of 225 MVA, located in the states of Jalisco and Nayarit.

The scope of the works includes the supply of equipment and materials for permanent installation, development of engineering associated with electromechanical and civil design concepts, execution of electromechanical and civil works, pre-operational testing, as well as the preparation, analysis, and evaluation of the required studies (geotechnical studies, topographic and resistivity surveys), and the delivery of training and capacity building programs.

- The bidder must incorporate a percentage of national content of at least 11.10% up to 40% of the total project value, and with respect to labor, must incorporate at least 90% national content, considering all activities performed by national specialists, technicians, and administrators.
- Turnkey construction contract at a fixed price.
- The Federal Electricity Commission (CFE) will not provide any advance payment.
- The maximum contract price at which the CFE considers the contract eligible for award is USD $10,482,758.68.
