The Comprehensive Plan for the Eastern Zone of the State of Mexico is a Federal Government initiative aimed at delivering justice to millions of residents of the State of Mexico (mexiquenses), by addressing—comprehensively—mobility, security, housing, public services, healthcare, and education. In addition to the Federal Government, the plan also involves the state government and participating municipalities, and will include 121 programs and actions focused on social and urban development.
Beneficiary municipalities: Chalco, Chicoloapan, Chimalhuacan, Ecatepec, Ixtapaluca, La Paz, Naucalpan, Nezahualcoyotl, Texcoco, Tlalnepantla, and Valle de Chalco.
Population served: 10 million people.
Investment: 75.786 billion MXN, of which 60% will be contributed by the Federal Government, 30% by the state government, and 10% by the municipalities.

Bulletin No. 238. Comprehensive Plan for the Eastern Region of the State of Mexico: Mario Delgado Oversees Reconversion of Middle/Secundary School into High School in Chalco
• In the presence of President Claudia Sheinbaum Pardo, Secretary Jesús Esteva Medina stated that the plan includes the development of public transport, mobility, and safe pathways; road repaving and pothole repair; delivery of roadwork machinery to municipalities; and the expansion and construction of 20 bridges.
• Mario Delgado visited Official General Middle/Secondary School No. 0832 “Niños Héroes,” which will be reconverted into a high school operating during the afternoon shift. The facility is scheduled to be ready by September 1, marking the beginning of the 2025–2026 academic year.
• As part of the Comprehensive Plan for the Eastern Region of the State of Mexico, four secondary schools located in the municipalities of Chalco, Chimalhuacan, Ecatepec, and Ixtapaluca will be reconverted in 2025.
• At the national level, and as part of the first implementation phase, 34 educational centers will be repurposed through an investment of 759 million pesos, benefiting approximately 10,500 students.
