PODECOBI are articulated productive ecosystems, where the State acts as an investment promoter, a driver of local capacities, and a facilitator of public and
logistical services. They are designed to boost economic activity and foster shared prosperity through economic and social impacts.

The Reserva Zapotlan PODECOBI covers an area of 910.82 hectares, which meets the selection criteria established in the Agreement issuing the Guidelines for
Economic Development Poles for Wellbeing, published in the Official Gazette of the Federation on May 22, 2025.

On December 15, 2025, investments were announced in the following sectors:
-Logistics: Distribution and logistical services (DISELO).
-Pharmaceutical: Advanced API and generic drug manufacturing plant; Research center. (2,000 million dolars)

Some characteristics of the pole and surrounding municipalities are as follows:
Macrolocation: Zapotlán de Juárez, Hidalgo.
Communication and Connectivity: It has access to the Mexico–Pachuca federal highway and the Arco Norte. It is located 29 km from Felipe Ángeles International Airport and 12 km from Pachuca Airport. The property has access to Pemex pipelines 4 km away.
Population: 466,929 inhabitants in Pachuca de Soto and surrounding municipalities of Zapotlán de Juárez.
Territorial: The following are priority and potential productive vocations for the development of productive activities in the PODECOBI:
· Logistics
· Manufacturing
· Pharmaceuticals and medical devices
· Automotive
· Aerospace
Industrial feasibility: The designated polygon is used for logistics, industrial, and services.
Services and infrastructure: Close to the CENAGAS natural gas pipeline (4 km) and with electricity availability. It has direct access to road infrastructure and is close to key electrical substations. It is estimated that in its mature phase, this PODECOBI will reach an electricity demand of 20 MW.
