PODECOBI are articulated productive ecosystems, where the State acts as an investment promoter, a driver of local capacities, and a facilitator of public and logistical services. They are designed to boost economic activity and foster shared prosperity through economic and social impacts.

The Altamira PODECOBI covers an area of 1637-77-99.12 hectares, which meets the selection criteria established in the Agreement issuing the Guidelines for Economic Development Poles for Wellbeing, published in the Official Gazette of the Federation on May 22, 2025.

The characteristics of the pole and surrounding municipalities are as follows:
I. Macrolocation: Altamira, Tamaulipas.
II. Communication and connectivity: 7 km from Federal Highway 80, it is part of the Altamira-Monterrey corridor, and has connection with international markets via maritime routes. It is located 17 km from the Tampico International Airport, Tamaulipas.
III. Population: 904,670 inhabitants in Altamira and surrounding municipalities.
IV. Social Feasibility: The National Institute of Indigenous Peoples reported that, "[...] as no indigenous community holding the Right to Consultation was identified, it is unnecessary to analyze whether the measure in question could generate a possibility of affectation [...]"
V. Education: Higher education, upper secondary, and job training institutions are available in the pole and surrounding municipalities.
VI. Territorial (Productive Sectors): The following are the prioritized and potential productive vocations for the development of economic activities in the pole:
· Automotive;
· Chemical;
· Pharmaceutical;
· Petrochemical;
· Electrical-electronic industry;
· Metalworking (metal-mechanic);
· Advanced manufacturing, and
· Logistics.
VII. Industrial Feasibility: It has compatible industrial vocation and land use, high development potential with established industries, and is strategically connected via maritime routes through its port.
VIII. Sustainability: The Ministry of Environment and Natural Resources determined that the pole is environmentally viable, subject to compliance with applicable regulatory requirements and the integration of specific measures for ecological protection and water management.
IX. Services and Infrastructure: It has the basic services and infrastructure necessary for the development of productive activities.
X. Property: The properties that make up the PODECOBI area are of state public ownership.
