The project primarily consists of the execution of the following works:
- Two substations, S.E. Bonfil and S.E. Papagayo, with a voltage of 115 kV, each with two feeders.
- One transmission line, L.T. Bonfil – Papagayo, with a voltage of 115 kV and a length of 23.6 km (line and circuit).
The scope of work includes the supply of permanent installation equipment and materials, the development of engineering related to electromechanical and civil design, the execution of electromechanical and civil works, pre-operational testing, and the preparation, analysis, and evaluation of the required studies (including geotechnical studies, topographic surveys, and soil resistivity studies), as well as training and capacity-building programs.

- The minimum national labor content required for the execution of the works is 90%, and at least 40% in construction and installation.
- Turnkey lump-sum contract.
- The Federal Electricity Commission (CFE) will not provide any advance payment.
- The maximum contract price CFE considers for awarding the contract is $14,092,040.83 USD.
