Unit price contract for the construction of the Libramiento electrical substation, including a 40 MVA transformer with a 230/12.8 kV transformation ratio, a 13.8 kV-2.4 MVAR capacitor bank for connection to the substation's medium-voltage busbar, and the construction of six feeders in San Luis Río Colorado. The contract also includes the construction of a 230 kV-2C-0.20 km transmission line to connect to the San Luis Rey - Parque Industrial line, as well as two 230 kV feeders at the Libramiento substation.

Proposals must meet the following national content requirements:
- At least 90% of labor.
- At least 66.14% of materials and permanently installed equipment.

CFE will provide an advance payment of 30% of the contracted amount.
