On March 03, 2026, the project was declared void in accordance with the award decision record of the tender CFE-0004-CACON-0008-2026.

Work under unit prices and price-based evaluation for the construction of the Libramiento 1 electrical substation in San Luis Río Colorado, Sonora, including a 40 MVA capacity transformer with a 230/12.8 kV transformation ratio, a 13.8 kV – 2.4 MVAR capacitor bank to be connected to the medium-voltage busbar of the substation, including the construction of six feeders. Additionally, the construction of a 230 kV transmission line, 2C, 0.20 km in length, to interconnect with the San Luis Rey – Industrial Park line, as well as two 230 kV feeders at the Libramiento substation.

The proposals must consider the following national content requirements for the project:
-At least 90% labor.
-At least 66.14% for materials and permanent installation equipment.

CFE will grant an advance payment of 30% of the contracted amount.
