DESCRIPTION

Lump-sum works contract with price-based evaluation to address low-voltage issues in the southern part of the Ensenada Zone (P20-BC1). The project consists of the expansion of the San Quintín Substation through:
- Installation of a Static Synchronous Compensator (STATCOM) with a capacity of 30 MVAr capacitive and 30 MVAr inductive at a voltage level of 115 kV.
- Modernization of 115 kV bays to upgrade to a main-and-transfer bus arrangement, including line bays, transformer bank bay, transfer bay, and STATCOM bay.
- A temporary 226.42 m transmission line to divert the incoming Cañón–San Quintín transmission line and allow construction activities in the expansion area.
- A temporary 175.50 m transmission line to divert the incoming San Quintín–San Simón transmission line and allow construction activities in the expansion area.

The project scope includes the supply of permanent installation equipment and materials; development of engineering related to electromechanical and civil design concepts; execution of electromechanical and civil works; performance of pre-operational testing; preparation, analysis, and evaluation of the required studies (geotechnical studies, topographic surveys, census of underground installations, and apparent soil electrical resistivity); and the delivery of training and capacity-building programs.

National content requirements for the project:
- At least 90% domestic labor.
- A maximum of 49.91% in materials and permanent installation equipment used in the execution of the works.

CFE will grant an advance payment equivalent to 30% of the total contract amount.
