Lump-sum works contract with price evaluation to carry out the project, which mainly consists of:
- Construction of the Guadalajara Industrial Electrical Substation - Bank 2 + Expansion (300 MVA - 230/69 kV - 0.4 A).
- Construction of the Santa Cruz Electrical Substation Expansion (2A - 69 kV).
- Includes upgrades at seven associated substations, construction of seven 69 kV transmission lines, and recalibration of two transmission lines using high-temperature conductors.

The project scope includes the supply of permanent installation equipment and materials; development of engineering related to electromechanical and civil design concepts; execution of electromechanical and civil works; performance of pre-operational testing; preparation, analysis, and evaluation of required studies (geotechnical studies, topographic surveys, and soil resistivity); and the delivery of training and capacity-building programs.

National content requirements:
- At least 90% labor of national origin.
- At least 39.95% in materials and permanent installation equipment.

CFE will grant an advance payment in each fiscal year during which the works are executed, equivalent to 30% of the amount scheduled to be carried out in each fiscal year.
