Turnkey contract at a fixed price to carry out the project "361 SE Paso del Norte" consisting mainly of the construction and installation of 5 substations with voltage levels of 115 kV and 230 kV, with a total transformation capacity of 300 MVA and 105 MVAr, as follows:
- Subestación Paso del Norte Bank 2: busbar recalibration.
- Subestación Paso del Norte MVAr: one 30 MVAr capacitor bank connected to the main 115 kV busbar.
- Subestación Reforma MVAr: one 30 MVAr capacitor bank connected to 115 kV busbars 1 and 2.
- Subestación Cuatro Siglos MVAr: one 15 MVAr capacitor bank connected to the main 115 kV busbar.
- Subestación Médanos MVAr: one 15 MVAr capacitor bank connected to the main 115 kV busbar.
- Subestación Libertad MVAr: one 15 MVAr capacitor bank connected to the main 115 kV busbar.

The project scope includes: supply of equipment and permanent installation materials, development of the engineering associated with the electromechanical and civil design concepts, execution of the electromechanical and civil works, performance of pre-operational tests, as well as the preparation, analysis, and evaluation of the required studies (geotechnical, topographic surveys, underground facility census, and apparent soil electrical resistivity), and the delivery of training and instruction programs.

National content of the project:
At least 90% of the labor force,
At least 40% of the total project value.

CFE will not grant any advance payment nor make any payment during the project execution period.
