Turnkey construction contract at a fixed price for the project consisting primarily of the construction and installation of five substations with voltages of 115 kV and 230 kV, with a total transformation capacity of 300 MVA and 105 MVAr:
- Paso del Norte Substation, Busbar 2: busbar recalibration.
- Paso del Norte Substation: a 30 MVAr capacitor bank connected to the main 115 kV busbar.
- Reforma Substation: a 30 MVAr capacitor bank connected to buses 1 and 2 of the 115 kV line.
- Cuatro Siglos Substation: a 15 MVAr capacitor bank connected to the main 115 kV busbar.
- Médanos Substation: a 15 MVAr capacitor bank connected to the main 115 kV busbar.
- Libertad Substation MVAr: a 15 MVAr capacitor bank connected to the 115 kV main busbar.

The scope of the project includes: supply of equipment and materials for permanent installation, development of the engineering associated with the electromechanical and civil design concepts, execution of the electromechanical and civil works, performance of pre-operational tests, as well as the preparation, analysis, and evaluation of the required studies (geotechnical studies, topographic surveys, inventory of underground installations, and apparent electrical resistivity of the ground) and the delivery of training programs.

National content of the project:
- At least 90% of the workforce.
- At least 40% of the total project value must be of national origin.

CFE will not grant any advance payments or make any payments during the project execution period.
