The project consists of engineering, supply of equipment and materials, civil and electromechanical construction works, pre-operational and operational testing for the commissioning of the following works:

- Laguna Verde 230 kV SF6 Electrical Substation + AT3 Bank: Construction of a new SF6-encapsulated substation at 230 kV voltage level, consisting of 7 bays (6 feeders), located next to the current 400 kV SF6 electrical substation; construction of a new AT-3 transformation bank with a 400/230/34.5 kV transformation ratio, consisting of 4 single-phase units of 125 MVA each.
- Medium-Voltage Laguna Verde Electrical Substation for Own Service + Transformer Bank: Construction of a new medium-voltage substation with a new transformation bank with a 230/34.5 kV transformation ratio, and construction of a new enclosure for 34.5 kV isolated Metalclad switchgear to relocate the current Bus 31 and Bus 32 to these new Metalclad panels; construction of a new transformation bank with a 230/34.5 kV transformation ratio, consisting of a single three-phase unit of 50 MVA.
Construction and installation of billing equipment (fiscal metering) in the existing 400 kV SF6 substation.
- Dismantling, packing, removal, and delivery to storage of the existing 400/230/34.5 kV transformation bank (current AT-3) and the 230 kV weatherproof SF6-encapsulated substation Brand ABB, currently located in the double mesh area (protected area).

- Turnkey works contract at a lump-sum price.
- The national content of labor that bidders must comply with in the execution of the works shall be at least 90% with respect to the project cost, and shall be at most 40.76%.
- The Federal Electricity Commission, CFE, will grant an advance of 30% of the total contract amount.
