DESCRIPTION

PODECIBI projects consist of sustainable goods production, waste or pollution elimination, and reuse, recycling, or recovery of materials to keep them in the economy for as long as possible. These projects also include complementary public research and education projects on the circular economy and environmental sustainability.

The PODECIBI Parque Hidalgo consists of an area of 2,751,048.08 m2 located in the municipalities of Tlaxcoapan and Atitalaquia, state of Hidalgo, which meets the selection criteria established in the Decree granting tax benefits in the Circular Economy Development Poles for Wellbeing and in the Agreement by which the Guidelines are issued to apply the Decree granting tax benefits in the Circular Economy Development Poles for Wellbeing, as indicated below:

I. Location, communication, and connectivity. It is located in the south of the state of Hidalgo, has access to Highway 57D Mexico-Querétaro, is less than 70 kilometers from Mexico City, and is part of the Valley of Mexico industrial corridor, connecting with urban centers such as Tula de Allende, Tepeji del Río, Huehuetoca, and Apaxco. It is close to the Felipe Ángeles International Airport.
II. Population. 411,111 inhabitants in the municipalities of Tlaxcoapan, Atitalaquia, and surrounding areas.
III. Ownership. According to Pemex and the documentation made available to the Ministry of Environment and Natural Resources, the property is federally owned.
IV. Sustainability. According to the National Commission of Natural Protected Areas, the property is not located in whole or in part within protected natural areas, nor in zones subject to any special conservation, restoration, or ecological protection regime, and does not overlap with Ramsar sites, biosphere reserves, community conservation zones, or any other category recognized by applicable environmental regulations.
V. Consultation with Indigenous and Afro-Mexican peoples and communities. The National Institute of Indigenous Peoples reported that no localities are located within this area.
VI. Educational and Research. Pemex expressed its agreement to allocate 2% of the construction of the property to public institutions to conduct research or education on the circular economy.

REMARKS

Based on the results obtained on December 14, 2025, during the public participation exercise held in Hidalgo, the Ecological and Recycling Park project planned for that state will no longer proceed.
