The project consists of the execution of the following works:

- 2 substations with operating voltage of 230 kV and 400 kV, with a total capacity of 875 MVA of transformation, 275 MVAr and 10 feeders (1 relocated): Jilotepec Potencia and Las mesas ampliación.

The works include the following concepts within their scope:
Supply of equipment and materials for permanent installation, development of the engineering associated with the concepts of electromechanical and civil design, execution of the electromechanical and civil works, conduction of pre-operational tests, preparation, analysis and evaluation of the required studies (geotechnical studies, topographic surveys and resistivity) and the delivery of training and education programs.

- Turnkey construction contract at a fixed price.
- The bidders must provide at least 90% of the local labor content and at least 30% of the total project value.
- The maximum contract price at which the CFE considers the contract awardable is USD $122,820,260.65.
- The Federal Electricity Commission (CFE) will not provide advances or payments during the project's execution.
