The Comprehensive Plan for the Eastern Zone of the State of Mexico is a Federal Government initiative aimed at delivering justice to millions of residents of the State of Mexico (mexiquenses), by addressing—comprehensively—mobility, security, housing, public services, healthcare, and education. In addition to the Federal Government, the plan also involves the state government and participating municipalities, and will include 121 programs and actions focused on social and urban development.
Beneficiary municipalities: Chalco, Chicoloapan, Chimalhuacan, Ecatepec, Ixtapaluca, La Paz, Naucalpan, Nezahualcoyotl, Texcoco, Tlalnepantla, and Valle de Chalco.
Population served: 10 million people.
Investment: 75.786 billion MXN, of which 60% will be contributed by the Federal Government, 30% by the state government, and 10% by the municipalities.
Participating institutions of the Government of Mexico: SEGOB – Ministry of the Interior, SICT – Ministry of Infrastructure, Communications and Transport, SEDATU – Ministry of Agrarian, Territorial and Urban Development, SECIHTI – Ministry of Science, Humanities, Technology and Innovation, SEP – Ministry of Public Education, Bienestar – Ministry of Welfare, SSA – Ministry of Health, IMSS – Mexican Social Security Institute, IMSS-Bienestar – IMSS-Wellness Program, CONAGUA – National Water Commission.
The plan will include 121 programs and actions, such as:
- Education: “Rosario Castellanos” High School and University Centers.
- Health: Construction of hospitals, clinics, and CECIS (Specialized Centers for Comprehensive Health Care).
- Water infrastructure, potable water, and drainage.
- Public transportation.
- Construction of vehicular bridges.
- Paving and pothole repair.
- Lighting of Safe Pathways (Senderos Seguros).
- Renovation of urban passenger transportation.

An additional 19,117 supports are pending delivery, representing 764 million MXN to be disbursed in July.
Infonavit. Credit condition improvement from Nov. 2024 to June 2025: 13,612 beneficiaries; 4,692 housing improvement and acquisition loans granted.
FOVISSSTE. Progress in granted credits: 649 new loans, 208 mortgage guarantee cancellations, and recovery of 387 pending notarized titles.
Land Tenure Regularization
32,000 property titles to be issued, with a budget of 51.2 million MXN; 553 are ready for delivery.
