The President of Mexico emphasized that, with the Fourth Transformation, public resources are being reinvested in public works for the benefit of all Mexicans. These include 109 km of continuity works; 2,220 km of 10 priority axes; 16 km of bridges and road distributions; 904 km of Lázaro Cárdenas del Río Plan works; the Guerrero Highway Program; 2,107 km of artisanal roads; 48,653 km of routine maintenance actions; and 9,472 km of periodic maintenance.

The project consists of the construction of a road interchange located at the intersection of Federal Highway MEX-140 Xalapa – Veracruz and the Port Boulevard. It is designed to provide uninterrupted traffic flow for long-distance vehicles traveling along the federal highway through a viaduct measuring 872.44 meters in length and 19.8 meters in width. The cross-section will accommodate four lanes—two in each direction—each 3.5 meters wide, with an outer shoulder of 1.5 meters, an inner shoulder of 0.5 meters, a 0.4-meter parapet, and a 1.0-meter central dividing barrier.
