On December 1st, 2018, Mexico had a federal government administration change. As a consequence, all those projects that are in the pre-investment stage are subject to the confirmation of the new authorities.

International Public Tender to assign a concession to a Comprehensive Administrator to build, develop, administer and maintain the federal section located within the Large Polygon (“Polígono Amplio”) of the Lazaro Cardenas - La Union Special Economic Zone.

Once the ruling takes place, the assignee will receive the concession. The operating permit is subject to the environmental impact authorization in accordance with the provisions of the General Law of Ecological Balance and Environmental Protection.

The permit and the concession will be valid for 40 years, with a possible extension of an equal period. Once the period of the permit has expired, in accordance with Article 31 of the Special Economic Zones Federal Law, any asset and installation adhered to a property subject to the public domain regime of the Federation, will be reinstated in favor of the Nation, free of charges and liens.

The land matter of this tender, known as "Isla de la Palma", is property of the Federation, and is located northeast of the municipality of Lázaro Cárdenas, in the state of Michoacán. The section has an area of 533.28 ha, distributed in 13 lots with multiple surfaces.

The section has a flat topography, ideal for the development of industrial infrastructure. It has multiple logistical connections, such as railway network, highways, ports and airports, as well as easy access to basic services such as water for industrial use, electric power and natural gas.

In order to attend public policies and actions that will be implemented to strengthen public safety, INDAABIN* has been requested to allocate a property for the use of the Navy in order to execute those logistic and public safety actions required for the Special Economic Zone of Lázaro Cárdenas-La Unión.

The tender will have a Prequalification Stage during which the capacity and technical, financial, legal and operational experience of the bidders will be evaluated, and a Qualification Stage, in which the bidders will prepare the technical and financial proposals to be evaluated for the subsequent ruling, based on the provisions of the Special Economic Zones Federal Law, its Regulation and the Guidelines for Granting Permits, Authorizations and Assignments in Special Economic Zones.
