DESCRIPTION

The project consists of the existing infrastructure of 25,650 km of a pair of optical fiber installed in the wires of the electric high voltage transmission towers of the CFE. Additionally, if this is the case, access to 115 currently available points of presence, called "Interconnection Hotels", is convenient.

The project will provide concessionaires and marketers of telecommunications services with access to the exploitation rights of a pair of optical fiber threads, and other rights and obligations, for the development of a high-capacity information transmission backbone, with the order to promote a greater offer of convergent telecommunications services at national level. Among its aims is to increase the coverage and supply of quality telecommunications services.

The government will contribute the rights and obligations of exploitation of a pair of fiber optic wires which TELECOMM has, the rights and obligations of the TELECOMM-CFE3 contracts, maintenance, access to hotels and rights of way, in the terms that are established in the APP contract.

The winning contestant will contribute:

1.- The economic, human and material resources that are required for the design, deployment, growth, operation, marketing and maintenance of the Project, with the scheduling and coverage offered in its technical-economic proposal within the tender process and in the terms of the APP contract.

2.- All the studies, analysis, goods (movable and immovable), rights, infrastructure, equipment and other material, human or any other elements that are required for the Project.

3.- Pay the income and consideration determined in favor of TELECOMM.

4.- Pay the maintenance fees for the exploitation of the rights of exploitation and use of the illuminated fiber optic threads.

5.- Manage and obtain any permit or authorization for the use of passive infrastructure, additional or different rights of way to those transferred to TELECOMM, among others, that it requires to install, deploy and operate the Project.
