The project consists of the construction of an elevated vehicular viaduct built on compacted earthwork structures named 'Puente Nueva Aduana' (Nueva Aduana Bridge). It is located between Axis A and the access to the Eastern Breakwater (section from km 0+000.00 to km 0+280.00) within the North Zone of the Veracruz Port Enclosure, Veracruz, spanning a length of 280 meters.

Its main components include:
- Site preparation: Clearing, topographic layout, and stripping of the natural terrain.
- Earthworks: Mechanical excavations below the subgrade and hauling of surplus materials to authorized dump sites.
- Road structure: Shaping and compaction of embankments, transition layers, and the subgrade base for the pavement.
- Operational infrastructure: Direct connectivity with the new Export Module and its customs equipment.

The objective is to streamline land transport and improve the logistical efficiency of the maritime customs office, keeping the port fully operational during its development.
