PODECIBIs consist of territorially defined zones designated for the development of projects involving the sustainable production of goods, the elimination of waste or pollution, and the reuse, recycling, or recovery of materials to keep them within the economy for as long as possible, as well as complementary public projects for research and education regarding the circular economy and environmental sustainability.

The PODECIBI Quintana Roo covers an area of ​​39.90 hectares, comprising a polygon located in the municipality of Puerto Morelos, Quintana Roo. This site meets the selection criteria established in the Decree granting tax benefits for Circular Economy for Well-being Development Poles and in the Agreement issuing the Guidelines for the application of said Decree, as outlined below:

-Location, communication, and connectivity criterion. It is situated in a strategic zone within the Cancún-Puerto Morelos-Playa del Carmen corridor, close to key logistics hubs and the municipalities that make up its area of ​​influence.
-Population criterion. 26,921 inhabitants, distributed primarily across the localities of Puerto Morelos, Leona Vicario, and other rural areas.
-Ownership criterion. According to information provided by the Government of the State of Quintana Roo and documentation made available to the Secretariat of Environment and Natural Resources, the property is publicly owned by the State of Quintana Roo and administered by the Strategic Projects Agency of the State of Quintana Roo.
-Sustainability criterion. It is not located—either wholly or partially—within protected natural areas, ecological conservation zones, Ramsar sites, biological corridors, or bodies of water or federal zones under the jurisdiction of Conagua (National Water Commission). It is classified as forest land and is partially located within an Important Bird Area (IBA), a factor to be considered during the environmental permitting process. It sits atop an aquifer and presents conditions requiring adherence to preventive measures and applicable environmental and water-related regulations.
-Consultation criterion regarding indigenous and Afro-Mexican peoples and communities. Social consent from the involved communities has been verified, and a formal statement has been obtained from the National Institute of Indigenous Peoples.
-Education and research criterion. With academic and research institutions capable of collaborating on the circular economy, sustainability, and technological innovation, the State Government plans to allocate a portion of the site to research and academic training spaces through partnerships with educational and scientific centers.
