The project consists of the exploitation of Comisión Federal de Electricidad’s (CFE) fiber optic infrastructure to launch a Telecommunications Network, thus materializing the Government’s Program "Internet for All". Its primary objective is to provide free internet access to public institutions such as schools, hospitals, public parks, federal buildings, etc. According to its commercial strategy, the winning bidder will be entitled to use the excess capacity to provide telecommunications services to third parties, at its own account and expense.

The winning bidder will pay CFE the following:
- Free internet service provided to the population as payment in kind.
- An upfront payment upon signing the contract.
- The operating, maintenance, replacement and modernization costs of the optical fiber and the ancillary infrastructure, as a result of the executed agreement with the Productive Subsidiary Company CFE Transmisión.

CFE does not acquire any obligation as a result of the publication of the preliminary tender guidelines. These guidelines are published with the sole purpose of obtaining information and feedback that contribute to the planning process.
