On December 1st, 2018, Mexico had a federal government administration change. As a consequence, all those projects that are in the pre-investment stage are subject to the confirmation of the new authorities.

The project consists of the construction of 5 bodies of water in order to increase rainwater regulation capacity led by the 9 rivers in the eastside of the Valley of Mexico: San Juan Teotihuacán, Papalotla, Xalapango, Coxcacoaco, Texcoco, Chapingo, San Bernardino, Santa Monica and Coatepec, as well as the rehabilitation of existing infrastructure.

The project considers a combined capacity up to 25.9 hm3, in such a way that the Lagoon system could be able to regulate the volume of design avenues calculated with an 8-day storm system and a return period of 50 years, in this regard, CONAGUA has decided to build them, and can be discharged into the deep drainage system of the Valley, without affecting its operation.
