Current status

The National Education System is one of the main instruments for social development, human capital formation, and strengthening the country’s competitiveness. In accordance with the National Development Plan 2025–2030 and the Education Sector Program 2025–2030, national education policy is focused on expanding coverage, reducing territorial and social gaps, improving school environments, and strengthening the physical and technological infrastructure of educational institutions.

The sector’s priorities include:

  • Increasing access to education at all levels.
  • Reducing regional and social inequalities.
  • Improving educational infrastructure conditions.
  • Strengthening upper-secondary and higher education.
  • Increasing technological and digital connectivity.
  • Developing safe, inclusive, and accessible educational spaces.
  • Promoting the development of students’ knowledge, capacities, and skills.

Educational Infrastructure

Educational infrastructure is a strategic asset for national development, as it helps expand educational coverage, reduce regional inequalities, and strengthen human capital formation. Its development improves learning conditions, student retention, well-being, and safety, while also narrowing the gap between urban and rural areas.

The National Education System comprises more than 260,000 schools across different educational levels and modalities. The planning and modernization of this infrastructure are supported by the sectoral instruments of the Ministry of Public Education (SEP) and the Institutional Program of the National Institute for Educational Physical Infrastructure (INIFED) 2025-2030, which focuses on the construction, rehabilitation, equipment, maintenance, and modernization of educational facilities throughout the country.

Educational Institutions

National total: 262,351 institutions.

  • Early childhood education: 5,014 institutions.
  • Preschool education: 87,655 institutions.
  • Primary education: 96,265 institutions.
  • Lower-secondary education: 42,975 institutions.
  • Upper-secondary education, higher education, job training, and other educational services: 30,442 institutions.
SEP, Comprehensive Community Learning Center

Programmed Public Investment

As part of the strategy to strengthen educational infrastructure, the Government of Mexico has planned investments aimed at expanding coverage, improving school environments, and enhancing educational facilities across all levels of the National Education System. The planned investment includes both new infrastructure projects and initiatives for rehabilitation, maintenance, equipment, and modernization of educational facilities.

Basic Education: MXN 37.715 billion

  • Investments include: rehabilitation and modernization of schools, school equipment upgrades, infrastructure for universal accessibility, improvement of basic services, digital connectivity, strengthening of the “La Escuela es Nuestra” (The School is Ours) program.

Upper Secondary Education: MXN 10.9164 billion

  • Investments include: Construction of 31 new National High School campuses, expansion of 80 existing campuses, four campus conversion projects, development of 370 Margarita Maza National High Schools.

Higher Education: MXN 9.7839 billion

  • Planned investments include: Expansion of the National Technological Institute of Mexico (Tecnológico Nacional de México), strengthening of Technological and Polytechnic Universities, expansion of Teacher Training Colleges (Escuelas Normales), development of Intercultural Universities, expansion of the Benito Juárez García Universities for Wellbeing, infrastructure for the Rosario Castellanos National University, construction and expansion of classrooms, laboratories, and specialized academic facilities.

Private Sector Participation

The national educational offering is complemented by significant participation from the private sector. At the end of the 2024-2025 school year, 42,117 private educational institutions were registered, representing approximately 16% of all educational establishments in the country.
Private sector participation is particularly relevant in:
  • Higher education.
  • Specialized technical education.
  • Bilingual education.
  • Digital education.
  • Workforce training.
  • Complementary professional development services.
These institutions complement the installed capacity of the National Education System and contribute to expanding educational opportunities across different levels and modalities.

Strategic infrastructure

In addition to the network of educational institutions, the sector has specialized infrastructure dedicated to academic, technical, technological, and scientific training.

The national educational infrastructure includes classrooms, laboratories, workshops, libraries, research centers, sports facilities, technological infrastructure, digital connectivity, technical training centers, upper secondary and higher education facilities, workforce training centers, and specialized equipment for technical, scientific, and technological education.

To view projects that already have a sustainability assessment profile, go to the PROJECTS section, select “SEARCH CRITERIA >”, and then select “With sustainability assessment.” The projects with an assessment profile will be displayed below.

Go to website

In addition, Banobras offers an analytical tool that presents the potential relationship between the various infrastructure projects on the Proyectos México platform and the 17 Sustainable Development Goals (SDGs) of the 2030 Agenda and their targets. This comparative analysis facilitates the use of data based on different criteria, such as the potential impact of projects and sectors in relation to national and global development targets.

The comparison is only performed among projects within the same subsector. Select and view Here.

A project’s alignment with the SDGs provides information on its degree of focus on sustainability, enables comparisons among projects within the same sector and subsector, and facilitates investment decision-making by showing the projects with the highest and lowest levels of alignment with the SDGs.

Ally Networks

Through its Ally Networks, application, Banobras provides information on companies participating in competitive public procurement processes for infrastructure projects in Mexico, based on official sources such as ComprasMX.
